We are NOT for Sale – Part 2, 1989

Sets out the detailed implications of the 1986 and 1988 Housing Acts which legislated for Housing Action Trusts (to improve estates and sell them to private landlords, developers, housing associations or co-ops), estate and whole stock transfers to housing associations and the privatisation of management and maintenance of estates. The government sought to extend a free market in private rented housing and sought to attract large institutional investors to become landlords. Draws on lessons of tenants campaigns around Britain since the action guide was published in 1985. (48 pages).
